STQC and ER rules for CCTV cameras in India: what buyers in Gujarat should know

If you are buying a CCTV camera in India in 2026, you will hear two terms again and again: STQC and ER. Here is what they mean, in plain words, and what to check before you buy.

What is the rule?

CCTV cameras in India need BIS registration under the Ministry of Electronics and IT's Compulsory Registration Order. On 9 April 2024, the Ministry added "Essential Requirements for Security of CCTV" (ER) through a gazette notification, and the deadline for implementing them was extended to 9 April 2025. These requirements deal with cyber security, not just electrical safety.

Trade reports say the allowance for selling older stock ended on 1 April 2026. In practice, a new camera you buy today should be a compliant model.

What does STQC have to do with it?

STQC is the Government of India's testing and certification body under the Ministry of Electronics and IT. When people say "STQC camera", they usually mean a model that has been tested against these security requirements. Compliance is checked model by model, not brand by brand, so one brand can have both compliant and older models.

Do I have to replace my existing cameras?

Nothing in the BIS guidelines asks you to remove a system that is already working. The rule is aimed at the cameras being made and sold. If you are adding or replacing cameras, though, choose compliant models. For an older system, a security check is still a good idea: change default passwords and keep the recorder's software up to date.

How to check a camera before you buy

  • Ask for the exact model number, and the test report or certificate for that model.
  • Look at the box. Compliant models may display: "This CCTV camera complies with Essential Requirement(s) for Security".
  • Check that the camera requires you to set your own password. Avoid any system still using a default one.
  • Ask how software updates are provided.
  • Get a proper invoice showing the model number.

What about Gujarat?

The Gujarat Public Safety (Measures) Enforcement Act, 2022 applies to establishments and areas notified by the State Government, based on the number of people who visit. Those establishments must provide access control or CCTV at entry and exit points and parking areas, and store video for 30 days. If you run a busy shop, showroom, office or similar place, check whether the notification covers you, and plan recording storage for at least 30 days.
